Dear HeinOnline subscribers,
Below please find the latest release of new content that has been added to HeinOnline (<http://heinonline.org>). This new release adds approximately 200,000 pages to HeinOnline. Altogether, the content is now nearly 20.5 million pages!
With this release comes some unique new content and links to additional sites that can benefit all researchers.
First, as far as our research indicates, the addition of the U.S. Government Manual from inception in HeinOnline's Federal Register library provides the only online source for complete, historical coverage of this important title. The following description about the Manual comes from the website of GPO Access (http://www.gpoaccess.gov/gmanual/about.html):
"As the official handbook of the Federal Government, the United States Government Manual provides comprehensive information on the agencies of the legislative, judicial, and executive branches. It also includes information on quasi-official agencies; international organizations in which the United States participates; and boards, commissions, and committees. A typical agency description includes:
* A list of officials heading major operating units.
* A summary statement of the agency's purpose and role in the Federal Government.
* A brief history of the agency, including its legislative or executive authority.
* A description of its programs and activities.
* Information, addresses, and phone numbers to help users locate detailed information on consumer activities, contracts and grants, employment, publications, and other matters of public interest. "

Interestingly, the text on this page also refers to 2 Stat. 56, c. 37, which of course refers to the U.S. Statutes at Large, a title also available in HeinOnline. Another new title added with this release is the Code of Emergency Federal Regulations. The first link provides a list of frequently cited treaties in law review articles. The excellent site, managed my Mary Rumsey of the University of Minnesota, provides links to the texts of the treaties, many of which are found in HeinOnline. Simply go to HeinOnline's Treaties and Agreements Library (<http://heinonline.org/HOL/Index?collection=ustreaties&set_as_cursor=clear>) and click on "Frequently-Cited Treaties and Other International Instruments".
The second link, found in HeinOnline's U.S. Federal Legislative Histories Library (<http://heinonline.org/HOL/Index?collection=leghis>) provides an informative guide to understanding legislative histories. This document was written by Richard McKinney and Ellen Sweet of the Law Librarian's Society of Washington D.C.
