At the commemoration, which was held at the Government Printing Office (GPO) in Washington, DC, Solicitor General Paul Clement noted that the Federal Register actually began as a result of an article written in Harvard Law Review by Erwin Griswold (See 48 Harv. L. Rev. 198 at for the complete article). The article, "Government in Ignorance of the Law-A Plea for Better Publication of Executive Legislation", is a fascinating read. In a mere 18 pages, Griswold argues successfully for the need to create a system to publish, in one resource, all of the administrative regulations of a growing nation. Griswold states, "It is clear, therefore, that no search of the statutes (U.S. Statutes at Large, a publication also available in its entirety in HeinOnline) can be complete until the applicable executive pronouncements have been examined. When the legal effect of a statute depends on an administrative ruling, the order bringing the statute to life or tolling its existence should be as readily available as the statute itself."
