Dear HeinOnline subscribers,

As always, we are pleased to announce new content as it becomes available in
the existing HeinOnline (<http://heinonline.org/>) library modules, but the
announcement of two NEW library modules in HeinOnline makes this one a
little more special to all of us at William S. Hein & Co., Inc.

Today, we have launched HeinOnline's newest libraries, the U.S. Federal
Legislative Histories Library
(<http://heinonline.org/HOL/Index?collection=leghis>) and the U.S. Statutes
at Large Library (http://heinonline.org/HOL/Index?collection=statute). 

In addition to the new content being provided to HeinOnline subscribers,
both new libraries utilize Lucene searching, a tremendous enhancement to the
current searching found in other HeinOnline library modules.


HeinOnline's U.S. Federal Legislative Histories Library

Contained in this unique collection's first release, researchers will find
complete federal legislative histories on such landmark Acts as the:
- Legislative History of the Securities Act of 1933 and Securities Exchange
Act of 1934
- North American Free Trade Agreement (NAFTA)
- Railway Labor Act of 1926
- USA Patriot Act
- Civil Rights Act of 1991
- Federal Copyright Law: The Legislative Histories of the Major Enactments
of the 105th Congress
- Legislative History of the Clean Air Act Amendments of 1990

In addition to the federal legislative histories listed above, this new
library module also includes a unique federal legislative history finding
aid. The "Sources of Compiled Legislative Histories" database in HeinOnline
(<http://heinonline.org/HOL/Index?index=leghis/leghisb&collection=leghis>)
is derived from the looseleaf publication "Sources of Compiled Legislative
Histories: A Bibliography of Government Documents, Periodical Articles, and
Books" by Nancy P. Johnson, Law Librarian and Professor of Law-Georgia State
University College of Law. Her acclaimed work, which is part of the American
Association of Law Libraries Publications Series, includes compilations for
major laws that impact a majority of Americans. The sources for these
compilations include Congressional documents, legal periodicals, treatises
and looseleaf services.

This resource will prove to be extremely useful in locating the original
source of a compiled federal legislative history, as well as assisting in
further research into a particular Act.

With the benefit of today's technology, HeinOnline has enhanced this finding
aid by providing automatic linking to law review articles contained in
HeinOnline, as well as links to Statutes at Large pages in order to create a
more efficient research experience. Just think of the depth of research now
available for the very first time!

On this page, you'll find a wealth of information related to the original
source of the Consumer Product Safety Act, including links to Statutes at
Large and a law review article located in UCLA Law Review, authored by
Justice Antonin Scalia and Frank Goodman.

Also noted on this page, references to the sources of the original
legislative history about the Act can be found.

Within the Sources of Compiled Legislative History database, researchers can
browse by a list of Public Laws, or by Congress, and as mentioned above,
links to the appropriate citation in Statutes at Large are also included.


HeinOnline's U.S. Statutes at Large Library

The United States Statutes at Large, commonly referred to as the Statutes at
Large, is the official source for the laws and resolutions passed by the
U.S. Congress. Publication began in 1845 by the private firm of Little,
Brown and Company under authority granted by a joint resolution of Congress.
In 1874, Congress transferred the authority to publish the Statutes at Large
to the Government Printing Office, which has been responsible for producing
the set since that time.

Every law, public and private, ever enacted by the Congress is published in
the Statutes at Large in order of the date of its passage. Until 1948, all
treaties and international agreements approved by the Senate were also
published in the set. In addition, the Statutes at Large includes the text
of the Declaration of Independence, Articles of Confederation, the
Constitution, amendments to the Constitution, treaties with Native Americans
and foreign nations, and presidential proclamations.

Within HeinOnline's Statutes at Large library collection, researchers may
browse by volume, popular name, Indian Treaty, or "Other Treaty", which
refers to the treaties entered into between the United States and another
country (as stated above, treaties are found in Statutes at Large until
1948, so for those doing U.S. treaty research, we would like to remind you
that HeinOnline also contains the world's most-comprehensive resource for

Lucene Searching

With the release of these two new library modules in HeinOnline, we have
also launched Lucene searching, a powerful new search tool that will
eventually be available in all of the libraries in HeinOnline.

Lucene (which is found in other several other online databases, including
JSTOR) enables the researcher to narrow the content of their search based on
additional criteria not currently found in HeinOnline's traditional search
tools. For example, users may now narrow a search by including multiple
search terms or phrases, adding the standard Boolean Operators AND, OR, NOT,
"+", and "-", as well as conduct proximity searches and fuzzy searches. This
fantastic new search tool is now available in HeinOnline's legislative
history library, as well as the new Statutes at Large library, and will
become available throughout the entire HeinOnline family of libraries in the

Future additions to HeinOnline's U.S. Federal Legislative Histories Library

We are currently scanning dozens of additional legislative histories to
expand on this new library module. A recent agreement with Covington and
Burling in Washington, DC has provided us with one of the best sources in
the United States for comprehensive and very valuable legislative histories.

preserve these important pieces of federal legislation.
